On January 2nd, 2021, at approximately 1 :39pm Rocky Mount Police Department (RMPD) Officers responded to 534 E. Thomas St. in reference to a shot spotter activation. This location is a residence. During this investigation officers were able to view and download a video from the home security video system. While viewing this video officers were able to see a B/M subject wearing a multi-colored coat (orange and blue with black shoulder patches and teal sleeves) jump from a black vehicle with chrome trim, take cover behind the front porch of the residence, and begin firing a handgun in the direction of E. Thomas St. Officers were able to recover a spent 9mm shell casing lying beside the porch. During a previous call for service on January 1, 2021 , a B/M subject entered the Speedway Convenience Store located on Bethlehem Rd-. and attempted to pass a counterfeit $100.00 bill. The clerk refused to accept the bill and the subject became irate and began threatening the clerk and damaged property inside the store prior to leaving. This subject was identified by another store employee and RMPD Detectives as Kionte RANSOME. Upon reviewing video surveillance footage from the store, RANSOME was captured wearing a multi-colored coat (orange and blue with black shoulder patches and teal sleeves), which appearsto match the jacket worn by the subject from the home security footage pulled from 534 E. Thomas St.

On January 2nd, 2021, at approximately 7:54pm RMPD Officer D. Jones was operating his marked police vehicle on a directed patrol, monitoring areas in Rocky Mount known for violent crime and gang activity. Officer Jones was traveling West on Sunset Ave. and observed a black Ford Fusion bearing N.C. Registration HLA-3473 pass him heading East towards Halifax Rd. Officer Jones recognized this specific vehicle from a high-speed pursuit that occurred on November 26th, 2020. Officer Jones continued to follow the Ford Fusion and was able to pace the vehicle at 63 miles per hour in a 55 mile per hour zone. Based on the observed traffic violation, Officer Jones initiated his emergency equipment on his marked RMPD patrol vehicle to signal the vehicle to pull over. The vehicle did not immediately yield but ultimately stopped on Beechwood Dr. Officer Jones ran the registration plate on the Ford, Fusion and saw that the vehicle is registered to Antrice Johnson who is the mother ofKionte RANSOME.

Officer Jones approached the driver's door of the vehicle. Officer Jones immediately recognized the driver as Quatavious HUNTER and the passenger as Kionte RANSOME. HUNTER provided his N.C. identification card as he did not have a valid driver's license. Officer Jones was familiar with both subjects due to prior encounters, their prior criminal convictions, and their membership in the 52 Hoover Crip street gang. Based on this information as well as RANSOME's threat to the Speedway clerk the day prior (this vehicle stop occurred approximately a quarter of a mile away from this same Speedway business), officers initiated a protective sweep of the vehicle. Officers exited both HUNTER and RANSOME from the vehicle to complete the sweep. During the protective sweep, Officer Jones detected a strong odor of burned marijuana and observed in plain view several small "buds" of fresh marijuana in the front passenger's area. Accordingly, officers initiated a probable cause search of the vehicle.

Pursuant to this search, officers recovered a full box (100 rounds) of Federal .223 rifle ammunition in the glovebox, directly in front of where RANSOME was sitting. Officer Jones asked HUNTER and RANSOME if he (Officer Jones) could have the box of .223 ammunition. RANSOME replied, "Hell No". Officer Jones advised both HUNTER and RANSOME that they could not possess ammunition due to being convicted felons. Officers then seized the ammunition and secured it into evidence.

On January 19th, 2021, at approximately 2:38am, RMPD Officer H. Brown and Senior Police Officer (SPO) D. Whitaker were operating a marked patrol vehicle near the intersection of Kingston Ave. and W. Raleigh Blvd. Officers observed a gray Jeep Compass run the stop sign at this intersection. Officer Brown (driver) initiated his emergency equipment, but the Compass continued to travel on W. Raleigh Blvd. and made a left tum onto Williford St. Officer Brown then initiated his siren. The Compass continued to travel down Williford St. at a slow rate of speed. Officers observed the passenger's door open in front of 836 Williford St. SPO Whitaker observed an object being tossed out of the door a few moments later. The Compass continued to the next intersection and stopped. Officer Brown approached and spoke with the driver, Dewoyne WILLIAMS while SPO Whitaker spoke with the passenger, Kionte RANSOME. Both individuals were detained while SPO Whitaker attempted to locate the item that he saw being tossed from the passenger door of the vehicle. SPO Whitaker located a black and silver SCCY 9mm semiautomatic handgun, bearing serial number 722941 in front of 824 Williford St. This was the location that SPO Whitaker observed the passenger door open, and the object being tossed out. The handgun was secured in the trunk of the RMPD patrol vehicle and was later submitted into evidence at RMPD. RANSOME was arrested and transported to the Magistrate's Office. Magistrate Hill found probable cause to issue a warrant for Kionte RANSOME for Possession of a Firearm by a Convicted Felon. RANSOME was placed under a $5,000.00 secured bond and transported to Nash County Jail.

On December 17th, 2021, the affiant spoke with Senior Special Agent (SSA) John Griffin, ATF Interstate Nexus Examiner, and requested a verbal Interstate Nexus confirmation for the handgun possessed by Kionte RANSOME on 1/19/2021. Make: SCCY / Type: Semi-Automatic / Caliber: 9mm / Serial Number: 722941. SSA Griffin advised that based on the information provided, the firearm is a firearm and was manufactured outside the state of North Carolina and had therefore traveled interstate and/or foreign commerce prior to RANSOME possessing same.

TFO Joyner received a certified Judgement and Commitment from the Nash County Clerk's Office for RANSOME's felony conviction in Nash County Superior Court. On January 29, 2019, RANSOME pied guilty to Possession of Stolen Motor Vehicle (Felony), Possession of Stolen Firearm (Felony), Flee to Elude Arrest (Felony), and Possession of a Cellular Device by Inmate (Felony) and received a sentence of 8 to 19 months imprisonment. The transcript of plea from that Judgment includes RANSOME'S signature.

A warrant has been issued for Ransome and is expected to be served at the Nash County Jail.
