ENFIELD NC MAN PROFITTED OVER A MILLION DOLLARS FROM FIRES AND DEATHS THAT HE COMMITTED - NEVER CHARGED, EVEN AFTER OVERWHELMING EVIDENCE

DENNIS CARTER HAS SET FIRE TO DOZENS OF HOMES AND IS THE MAIN SUSPECT IN THREE MURDERS. HOWEVER, HE IS STILL WALKING AROUND ON THE STREETS OF HALIFAX COUNTY NC AND HAS NEVER BEEN CHARGED DESPITE OVERWHELMING EVIDENCE.

Man from Enfield NC has profited from multiple arsons and the deaths of three people, including a 10 yr. old child.

Still, 17 years later, he has still not been charged.

Family members found Glinda Pulley and her 10-year-old son Tyler Jones shot to death in her bedroom at 372 Hamlet Road near Hollister, on April 16, 2005.

It came to fruition soon after the murders that Glinda Pulley had nearly $1 MILLION DOLLARS in life insurance policies and named her then-boyfriend's mother as the beneficiary.

That boyfriend was Dennis Carter.

(also owns DC CONSTRUCTION, Important information as you will see later in the story)

The story starts with just a little over 3 months before her and her son's murder.

Dennis was with Glinda when she bought an Escalade on December 23rd, 2004, and agreed to make the payments for her in the amount of $1135.25 per month. In exchange he asked Glinda to take out multiple life insurance policies on herself and add him as the beneficiary.

On January 28th, 2005, Glinda under the direction of Dennis Carter took out a $200,000 life insurance policy on herself through Nationwide Insurance. Those payments were $422.13. After some thought, Dennis then decided to put the beneficiary in his mother’s name as Dennis was MARRIED. Dennis also had control of all his mother’s finances.

Two days later on January 30th, 2005, she took out a $250,000 life insurance policy on herself with Farm Bureau Insurance those payments were $330.51.

On March 11th, 2005, Nationwide and Farm Bureau both received a fax from Glinda at the direction of Dennis to be sure that Dennis’ mother was not aware that she was the beneficiary. A copy of the draft of the note was found on the back of one of Glinda’s check stubs in Dennis’ handwriting.

On March 22nd, 2005, both insurance agencies were contacted to have the address changed to 19247 NC-48 Enfield, the home of his mother and where Dennis’ office was located.

On April 11th, 2005, 5 DAYS before her death, Glinda took out a supplemental accidental life insurance policy with Nationwide Insurance. That policy went into effect on April 15th, 2005, just hours before her death.

All the policies totaled nearly 1 million dollars.

Glinda was an Employee of the Warren County Health Department and at the time she was only making $422.27 bi-weekly. She only bought home $844.54 per month. So, there was no way that she was paying for the Escalade or the Insurance Policies. Those funds were coming from Dennis.

April 14th, 2005, Dennis asked Tyler to go to his uncle's house and get some shotgun shells so they could hunt squirrels. Something that they have never done before. They immediately went in the woods and only one shot was fired.

--The day Glinda and Tyler were found. April 16th, 2005--

NOTE: Dennis stayed at Glinda’s house for at least two weeks, night and day in the weeks leading up to the murder. EXCEPT the night of April 15th, 2005, he claims.

Dennis claimed to have arrived at Glinda’s house at 10am that Saturday morning and rang the doorbell and knocked on the door with no response. Glinda’s oldest son then showed up less than a minute later. Dennis asked him if he knew where his mom was, he stated that he stayed at his girlfriend's house the night before and that he had not spoken to her. The son then unlocked the door because Dennis claimed that he had left his key to Glinda’s house in another vehicle. Once in the house Dennis then turned off the alarm, Glinda’s bedroom door was shut and locked. Dennis then tried to call Glinda’s phone and no response. Dennis then states that Glinda may have gone with her aunt to get her nails done. Dennis and Glinda’s son then left the residence. Dennis then calls Glinda’s mother to ask if she has seen them. Her mother stated that she had not. Dennis went to her mom’s house and got her so upset that she wanted to go to Glinda’s house herself and look for them. Dennis accompanied her to Glinda’s house with another family member. During this time Dennis still did not go get the key to the house from his other vehicle. The other family member that came back to Glinda’s home with them kicked in the door as no one had a key. The family member asked if there was a key to the bedroom door, Dennis stated that it usually on the shelf in the utility room but could not find it (NOTE: Later that day the key was found right in the place where he claimed that he looked). Dennis and the family member then broke in the door to the bedroom and found Glinda shot on the bed and Tyler shot on the floor at the foot of the bed. They had both been shot with a shotgun. Dennis did not go into the room once the door was opened, like he already knew what was in there.

Dr. Maurice Godwin a Forensic Crime Scene Investigator and Consultant was called in around the beginning of 2011 to take a look at this case.

He found multiple discrepancies.

HERE ARE RESULTS FROM HIS FINDINGS IN A LETTER SENT TO WARREN COUNTY SHERIFFS OFFICE IN JANUARY 2011

Tyler’s closest friend and cousin, Michael Pulley, Jr. (Bean) who was 12 at the time of the murders, was never interviewed. The failure to interview Michael Pulley, Jr. can only be laid at the feet of the Warren County Sheriff Department and the North Carolina SBI. It is my understanding that Michael, Jr. was devastated by the death of Tyler. He has only recently begun to talk about the events surrounding the day Glinda and Tyler were found. Based on a conversation with Michael, Jr., now 17, has revealed for the first time that he witnessed Dennis Carter coming out of Glinda’s house at an earlier time than when Dennis was seen walking out with Glinda's son.

I find it highly suspicious that a rag with the chemical/solvent Toluene on it was found near Tyler’s body. While there may not be a clear indication that Toluene was used to subdue Tyler the substance may have been used to wipe down the 410 shotgun; no fingerprints were found on the shotgun. However, I am not aware of any forensic examination of the gun to determine if residue from Toluene or any other substance was present. In my opinion the gun should now be forensically tested for any residue to determine if Toluene was used to wipe down the gun.

A review of the crime scene photographs indicates that a struggle occurred beside Glinda’s bed. Several items were found in disarray, which tend to support this theory. For example, the telephone was knocked off the bedside table and was lying off the hook in an upside down position. Glinda’s ring was found near the phone, on the floor, wedged between the carpet and the wall molding. This finding likely indicates some force was used to propel the ring into that position (see photo below).

When there are signs of a struggle at a crime scene it is advisable to preserve the victim’s hands by bagging them and then have their nails examined for any possible trace evidence. To my knowledge Tyler’s fingernails were not preserved or clipped by the medical examiner for forensic testing. If Tyler’s fingernails were collected and remain a part of the evidence, then they need to be submitted for forensic examination.

It is also important to point out that based on the medical examiner’s request no toxicology was performed on Tyler’s liver, gastric contents or urine. This was confirmed by Dr. Ruth E. Winecker, Chief Toxicologist at UNC Chapel Hill. Below is Dr. Winecker’s e-mail to me dated January 11, 2011:

We conduct testing on the most appropriate specimens based upon the circumstances of the death and the questions posed to the laboratory by the pathologist. The general answer to your question is that testing of the liver, gastric contents and urine were not required to add useful information in assigning the cause and manner of death in this case.

Ruth E. Winecker, Ph.D., D-ABFT
Chief Toxicologist

The failure to run toxicology tests on the liver, gastric contents and urine was a major mistake and only reinforces my opinion that the ME who performed Tyler’s autopsy, Dr. Maryanne Gaffney-Kraft had a bias towards the suicide theory.

Do you know if the gastric contents and samples from the liver and urine are available for testing?

It was portrayed that Tyler must have killed his mother and then killed himself. TYLER WAS 10 YEARS OLD. On the evening of April 15th, 2005, Tyler spoke with his uncle and stated that he would meet him early the next morning to help him build some dog pens. He had also talked to a friend about 1030pm that night and had made plans to play with him the following day. Also that night Dennis Carter had a recorded conversation with Glinda where you can hear Tyler saying he loves her and goodnight. (Why was he recording conversations? Only one can speculate) Tyler definitely loved his mom and there was no reason in the world why he would kill his mother and then kill himself.

Dennis was portraying to investigators that Tyler had “anger problems” and that is why he killed his own mother, and that was far from the truth. He was trying everything to make it look like a murder suicide.

Tyler was found propped at the foot of the bed slumped down with the shot gun still to his chin and his finger on the trigger. There is NO WAY that an adult, much less a 10 yr. old could have shot themselves with a shotgun and the shotgun still be in place.

There were many discrepancies in the autopsy report as in the beginning the scene was treated as a murder suicide and not a homicide. The bodies were moved before the medical examiner arrived. The time of death was not correct and multiple other pieces of information were not right because investigators were going on the statements from Dennis.

Earlier that morning Dennis was seen burning some items in a burn barrel at his residence. He had also sent his 2003 Dodge Truck to Greenville to get detailed.

On April 18th, 2005, Dennis called Glinda’s job asking about any life insurance that she may have.

Dennis then asked Glinda’s father for the Escalade, her father said no. Dennis was not happy with that answer. Glinda’s mother went to the Cadillac Dealership and learned that Dennis had a life insurance policy there for $75,000 where in the event of her death the Escalade would be paid off. The beneficiary showed Dennis’ mother.

Dennis’ behavior became “bizarre” over the next few days. He never showed any emotion. He was constantly asking if the investigators were still at the house and why were Glinda and Tyler taken to Chapel Hill and not a local hospital.

He avoided the media at all costs.

The week after the murders Dennis called Glinda’s job at the Warren County Health Department and asked if he could look at Glinda’s computer. He claimed to them that he and Glinda were to get married over the summer. However, Dennis was already married and still staying with his wife at his residence at 616 US Hwy 301 in Whitakers.

Dennis DID NOT ATTEND THE MEMORIAL on Friday April 22nd, 2005, OR THE FUNERAL on Saturday April 23rd, 2005.

On April 25th, 2005, Dennis called the register of deeds claiming to be Glinda’s fiancé to get a certified copy of her death certificate as he would need it to submit it to the Insurance Companies for the Insurance money. The clerks would not allow a certified copy as he was not a family member. Dennis then went to Glinda’s father and asked him to get a copy in return for $40,000.

TYLERS FATHER ALSO WROTE A LETTER TO THE ATTORNEY GENERAL WHO WAS ROY COOPER AT THAT TIME.

NO REPORTS OF A RESPONSE

Still to this day Dennis has not been charged and this case is still considered a murder suicide.

SEVEN YEARS LATER

Seven years later Crystal Bell was found shot to on June 24, 2012, on the back deck of an abandoned home in the 1200 block of Macon Price Road in Garysburg, NC. Firefighters found her while responding to reports of a fire. Bell's car had also been set on fire.

Dennis represented himself as Crystal Bell's fiancé to a real estate agent while house shopping with her after two fires at her home.

Crystal was pregnant with her boyfriend's baby at the time. Dennis, her boyfriend and Crystal were friends.

There were a series of suspicious fires, insurance claims and a will all link to Dennis, including two fires in an 18-month period at Crystal Bell’s home on Anthem Dr in Halifax County, NC. Both were ruled suspicious.

Here are photos of the home

Crystal Bell collected insurance money on the fires and only Dennis knew that she had $125,000 cash on her the day that she was killed. That money was gone.

According to a real estate agent Dennis and Crystal told the agent that they would be receiving over $100,000 for a settlement from insurance from a fire that occurred at her home on Anthem Dr in Roanoke Rapids, NC in October 2011.

Bell was not home at the time of the fire; she was at the hospital giving birth to her baby.

A new house that Crystal was going to buy was sold to someone else. An acquaintance of Dennis, the paperwork around that sale appeared to be fraudulent.

When the funds hit her bank for the payout it her phone records showed phone calls to Dennis just before entering the bank to get the cash and just after.

It was discovered after Crystal was killed that she HAD A WILL, WITH DENNIS AS THE BENEFICIARY. She left everything to him, not her daughter, or her family or even her boyfriend. Dennis, who was only a friend.

The family was shocked

TO THIS DAY THE MURDER OF CRYSTAL BELL IS STILL SHOWING AS UNSOLVED

MULTIPLE SUSPICIOUS FIRES THAT DENNIS CARTER PROFITED FROM

In 2007, the house Dennis Carter owned at 616 US Highway 301 in Whitakers burned shortly after he lost a civil suit where he was ordered to pay a Wake County couple $165,000 plus interest and attorney's fees.

After learning of the judge’s decision, Dennis executed a deed of trust, trying to transfer the property to his brother.

A Superior Court judge ruled that the transaction was fraudulent so Dennis burned the home down so the couple he owed the money to would not get it.

In 2009, a house burned in Pitt County. Dennis’ brother owned the property, but Dennis was listed as an “involved” party on the home’s insurance policy. Insurance records show State Farm rejected that claim based on suspicion of fraud.

In October 2011 the home of Crystal Bell caught fire – She received $125,000 in insurance settlement funds. Though the cash money that Dennis asked her to remove from the bank on the morning of her murder was gone and never found. Only Dennis knew that she had that cash on her.

In February 2013, a security camera caught the glow of flames from a house fire in Northampton County. Tax records also show the house is owned by Dennis’ relatives.

In 2015 friends of Dennis reported two fires at their Pitt County home. After the second fire, authorities accused Dennis of forging the homeowner's signature on building permits so he could do the costly repairs under his business, DC CONSTRUCTION. He was arrested on felony larceny and forgery charges.

In 2015 Dennis was part of a fire at 1116 Old Forge Rd Rocky Mount where he profited by making repairs under his business name DC Construction after setting fire to the home belonging to a family member.

Most recently in the last few years his mothers’ home at 19247 Hwy 48 in Enfield was burnt down. It is uncertain if he got money as a result of the fire, however, it is certain that he tried at the least.
